17121	Implement JOSM update server timeout	anonymous	team	"A few hours ago I tried to open JOSM dev version, as I use it primarily, not the tested. The progress bar on the 'Downloading new version' dialogue didn't show up and nothing happened. After long waiting, I decided to clear the java cache when I noticed the website (josm.openstreetmap.de) wasn't accessible.

I know there are server availability checks (popped up at least once since I use JOSM), but I think these not cover all the possibilities.
