1. Check a place that have features tagged with non-integral level like Hong Kong West Kowloon Station in JOSM
2. try to use level filter to filter different levels

Decimal levels like -0.5 levels should be able to be shown

only integral levels are shown

* The example currently contain only x.5 level, but other level variants like 2.1 or -3.75 should also be supported when there are more intermediate levels
* There should also be a filter that can filter content that have no level tags for convenience
* It would also be convenient to have a layer filter like that level filter.
* For some features tagged in a way like level=0-1 or level =-1;0, it doesn't seems like JOSM's level filter can understand the syntax, please provide support to it.
