Following the approval of https://wiki.openstreetmap.org/wiki/Proposed_features/Telecom_local_loop the value telecom=exchange replaces a few existing tags :
* man_made=MDF
* man_made=telephone_exchange
* telecom=central_office
* building=central_office

A validation rule would be welcome and users should be warned when using one of those discouraged values.
