16604	MapCSS Colors modification should not require JOSM restart	bagage	team	"==== What steps will reproduce the problem?
1. Open settings -> Color
2. Modify MapCSS building color to blue #0000FF
3. Validate your settings

==== What is the expected result?

Buildings on the map should be displayed in blue

==== What happens instead?

Buildings are still displayed with previous default color (red)

You need to restart JOSM to have the new color, would be wonderful if it wasn't the case :).
