Translators are much more likely to translate full JOSM core, but imagery and plugins may be left partly translated. It is hard to hunt for the validator messages if they are mixed in somewhere between imagery and plugins.
Actually move all core strings first and the imagery and plugins last on launchpad.
Yes I know there are plans to split out imagery and plugins into separate repos, but until that is done, the reordering would help us.
