Throughout the interface it would be better
to make it clearer:

Remove (a layer): removes it from the layer stack. (what JOSM does.)
Delete (a layer): removes it from file system. No getting it back. (Not
what JOSM does, thankfully.)

Delete (a point, line, etc.): in this case yes it really is gone. No
getting it back. So ""delete"" is OK to say here.
