I noticed iD now recognizes hashtags from comments and sets a `hashtags` changeset tag, with a [https://github.com/AmericanRedCross/osm-stats/issues/48#issuecomment-323498672 new UI].

Unlike #15232 I don't think it would be a good idea to clutter the upload dialog with this, but we could recognize hashtags from entered comment, and prefill the `hashtags` tag.
