IMHO this should be at most a ""notice"", surely not an ""ERROR"". Errors are believed by most mappers to be always wrong, and that's also what your description suggests (should normally be fixed).

There is no general problem with area tags on things that are also part of a multipolygon relation with an outer role. The only problem is old style multipolygons, but those should be resolved by now, I suggest to remove this test completely.
