That's because the website http://walking-papers.org is now owned by ""West Orange consulting"", so the plugin won't work anymore. And there is now [https://github.com/iandees/josm-fieldpapers another plugin], that adapted the walkingpapers plugin for the new site http://fieldpapers.org, which is the successor of the walkingpapers project.

So I see no need to have the walkingpapers plugin in the SVN repository, when there is another more up-to-date plugin at the same time. What do you think?"	task	closed	minor		Plugin		fixed
