1472	Can't select boundary after deletion	anonymous	framm	"I have an OSM file on my harddisc that contains the city boundarys for Koblenz. I opened the file, took one of the tracks and removed the others. After that I downloaded [1] the already uploaded borders (which are the same I just deleted). But the newly downloaded borders are no longer selectable.

Simple steps to reproduce:

1.) Load an OSM file
2.) Upload it to OpenStreetMap
3.) Close JOSM
4.) Start JOSM
5.) Load the OSM file again
6.) Delete everything
7.) Download from OpenStreetMap
8.) Items that were in the OSM file can't be selected
