14251	Exception when JOSM starts without network connection	Hufkratzer	team	"==== What steps will reproduce the problem?

I installed JOSM 11427 and then started it without having a network connection.

Should work offline without complaints.

I get an exception error box, screenshot will be added.

==== Please provide any additional 

Not a big problem, just does not look very nice.

I am not sure if it was better in previous versions.
