Align nodes in circle: cannot determine center of selected nodes

Never saw this happening.
Select the attached ugly way and press the o letter.
JOSM says Cannot determined center of selected nodes

Shouldn't it make this way a circle or there is some corner case in this way geometry?

I think error message was unclear and should be indeed improved from
"Cannot determined center of selected nodes"
to
"Overlapping ways. Please create an area first."
