1. Create two empty data layers (Ctrl-N twice)
2. Delete the first one
3. Note that the second layer is not selected, but the buttons of layers dialog (move up, delete, etc.) remain enabled and inoperant (as no layer is selected)

==== What is the expected result?
1. buttons should all be disabled if no layer is selected
2. second layer should become selected when the first one is deleted
