But open the relation and note how we have the same way 3 times as outer, together with JOSM saying that the multipolygon is closed:

I see two problems:
* JOSM should issue a warning for cases like this (I guess it will happens when the number is odd (ie, the same way is inserted 3, 5, 7, etc times); maybe even offer to repair it
* JOSM should not display the multipolygon as closed
