12754	Requiest for mentorship checkbox during changeset commit	openstreetmap.org-user-d1g	team	"I just raised topic at Russian forum, that we can implement https://en.wikipedia.org/wiki/Mentorship in OSM using special changesets where objects tagged '''only''' with note=*.

Because yes, our tagging is not so simple and JOSM takes time to learn and it will take hours (yes) to find all necessary tags.


Basically, during ""commit changeset"" window, user should have a checkbox 

[x] I need tagging help, support or advice from community members

After ''submit'' button pressed, ''#lookingformentorship'' (in a changeset comment) or need_tagging_advice=yes (a changeset tag) is added for reuse in other 3rd party tools.

After some experienced user picks up a changeset, he then submits it with #problemsolved or similar.

Also, 3rd party tools may want to keep/use a reference between source commit and ""help"" commit, so we will need https://en.wikipedia.org/wiki/Globally_unique_identifier as changeset tag.
