10414	Help with construction tagging	daganzdaanda	team	"Construction tagging is not difficult, but could be made more efficient with a preset or plugin.

I'm thinking of a button that switches tags of selected ways to construction and back:
1) highway=tertiary becomes highway=construction and construction=tertiary.
2) highway=construction and construction=tertiary gets combined into highway=tertiary.
3) a way without tags opens a dialog with possible values

Can a preset do that? Maybe it needs to be a plugin.

The construction-switch should also work on railways, and might work on buildings too.
If there was a dialog, more tags could be offered: start_date, opening_date, check_date
If http://wiki.openstreetmap.org/wiki/Proposed_features/temporary gets approved, temporary tags might be helpful, too.
