This patch limits the display of a tunnel to the following 4 explicit values of tunnel which are all documented on the wiki. JOSM does also suggest these 4 values for tunnel.

* avalanche_protector

For bridge it is already done like this.

""passage"" is actually used more often (282 times) than avalanche_protector (232 times), but it is not documented in the wiki, so I omitted it. It is not clear to me, what ""passage"" should be, maybe synonym for ""building_passage"".
