 1. Make lots of changes to a bunch of residential roads' speed limits.
 2. Press CTRL+SHIFT+UP to get the upload dialog
 3. Fill in the 2 textboxes
 4. Press Enter to upload

What is the expected result?
The changeset should be uploaded.

What happens instead?
I got a JOSM error dialog
